Wars, Revolutions Nothing New To Paraguay People By CHARLES M. MCCANN The new revolution in Paraguay is only one of a number. Paraguay seldom gets into the headlines except when it has either a revolution or a war. Then, sometimes, the headlines are big. The little country's national motto might well be "Go for Broke." Its politics are rugged. Paraguay has had six different presidents in the last six years. It has had 19 presidents in the last 34 years and 34 in the last 55 years, including some who went out of office but returned later. Paraguay's wars are rugged too. It can only get into a war against great odds. It is one of two South American countries which has no ocean boundary. It is surrounded by Argentina, Bolivia and Brazil, all for larger. But when the time comes to fight, Paraguayans do not ask the odds. They go all out. The blood of the Spanish conquistadores and the Guaraní Indians flows in their veins and it is fighting blood. In 1864 Brazil intervened in a Paraguayan civil war. The civil war became a Praguayan-Brazilian war Argentina and Uruguay entered on the Brazilian side. At that time Paraguay's population was about 1,337,000. The able-bodied men went into the fighting first. After every able bodied man had gone in, the women and boys went in. When the war ended in 1870, whole battalions of women and of boys 12 to 15 years old were fighting. The country's population was estimated at about 250,000. Only about 10,000 were men. Even now... war Argentina and Uruguay entered on the Brazilian side. Only about 11,500 were then. Even now, the population has risen only to 1,425,000. No country big or small in modern times has fought like that. The war came in 1932. Part of the United States territory was in dispute between Paraguay and Bolivia. Inside groups of youngers of the United States and been fighting against several others before the real fighting started. Paraguay was soon exhausted economically and financially. This made no difference. It fought on. It held its part of the Chaco. A truce was arranged in 1935 Under en arbitration award of 1938 Paraguay received about three-fourths of the disputed territory. Bolivia was given free transit through certain zones.
