Report on Overdraft of County’s Underground Water Basin Revealed
SANTA ANA—Overdraft of the Orange County’s underground water basin has averaged 37.4 feet during 10 years, and would have been 70 feet had not so much water been imported and spread in Santa Ana River bed. Consulting Engineer Paul Bailey told the Orange County Water District in a report today.
Pointing up the critical situation which still exists, Bailey cautioned that there was a 71,000-acre foot overdraft during the 1953-54 year and that there is a "dim-prospect" of much natural replenishment this year.
He said that it will require at least 80,000 acre feet of water to hold the underground water basin in balance."
This amount, he added, "will not provide for any refilling of the depleted basin, and will not be sufficient to build up a wall of fresh water to hold back salt water intrusion under Talbert Valley, where numerous wells have gone saline and been made worthless."
Bailey noted that on Nov. 1, 1943, the average water well table was 19.6 feet above sea level; on Nov. 1, 1953—10 years later—the average level was 15.8 feet below sea level.
He said that studies have shown that static water levels stood below sea level along the entire coastal plain of Orange County.
Wells have lost their levels so fast, in the rapid expansion of Orange County and the subsequent increased demands for more water, that the recordings show the tables are below sea level as far inland as the town of Olive.
As far inland on west edge of the basin, Bailey said, wells stand below sea level from 20 to 30 feet—near Los Alamitos and Buena Park. On east edge of the basin, the below-sea-level readings were taken as close as a mile from Irvine.

Three New Tract Maps Approved by Planners
Four tentative tract maps, for a total of approximately 451 lots, were submitted to the City Planning Commission Monday for approval. Of the four, three were okayed, the fourth being held over until the May 17 meeting.
The Commissioners approved the tract map of Jones Brothers of Beverly Hills, for 27 lots to be located at the northwest corner of West La Palma avenue and North West street. The approval was subject to engineering and payment of $25 per lot for acquisition of parks and recreational areas.
The other map approved has 174 lots located at the northeast corner of Brookhurst avenue and Houston avenue and was approved subject to the same requirements.
Another lot, which was resubmitted to the Commission by the Carl M. Buck Co., of Los Angeles, was also approved subject to deeding property for the widening of Euclid avenue, engineering and $25 per lot. The revised map shows approximately 250 lots located north of Romneya Drive, east of Euclid avenue and south of Houston avenue.

State Need For Schools Reported
SACRAMENTO — Put 13,500 qualified carpenters plumbers and bricklayers to work tomorrow morning building school classrooms and they will have to work five days a week for the next five years to keep up with California's needs.
In different words the state needs 20 classrooms each working day; 100 a week 26,000 in the next five years.

It guarantees there will be 164 grade school youngsters in 1960 for every 100 today and 212 high school youths in 1965 for every 100 today.

In 1949 voters approved 250 million dollars worth of bonds to raise money to loan to districta. In 1952 another 185 million dollars approval but the state still was losing ground. In November of this year voters will act on another proposed 100 million dollar bond issue. But it is only a drop in the bucket.

Two Entier Pleas After Arrests for Driving
A plea of not guilty was entered in Municipal Court yesterday by Harold Kenneth Middleton, 24-year-old La Habra resident following his arrest yesterday morning by officers of his city on drunk driving charges.
A trial by jury was set by the court for July 6, while Middleton was granted freedom on bond of $200 pending trial.
Entering a plea of guilty to similar charges, James Thomas Oglesby, 35, Buena Park, was fined $225 or 90 days in the county jail in addition to a license suspension for one year.
