NOTICE INVITING SEALED PROPOSals FOR FURNISHING ALL PLANT, LABOR, SERVICES, MATERIALS AND EQUIPMENT AND PERFORMING ALL WORK INCESSIONS FOR THE STREET INSTALLATION. INSTALLATION AND COMPLETION WITHIN THE CITY OF ANAHEIM ORANGE COUNTY, CALIFORNIA, IN ACCORDANCE WITH THE SPECIIFICATIONS ON FILE IN THE OFFICE OF THE CITY CLERK OF THE CITY OF ANAHEIM OF THE FOLLOWING PUBLIC IMPROvement OR WORK: BROADWAY SEWER IMPROvement FROM LOARA STREET TO EUCLID AVENUE, JOB NO. 1906.
NOTICE IS HEREBY GIVEN that sealing proposals will be received by the City Council of the City of Anaheim at the office of the City Clerk up to the hour of 8:00 o'clock p.m. on the 11th day of May, 1954, and will be opened on said date at the hour of 8:00 o'clock p.m. at a public meeting of the City Council of the City of Anaheim, State of California, to be held in the City Council Chambers of the City Hall of the City of Anaheim, at said time and place, for furnishing the following:
All plant, labor, services, materials and equipment, and all utilities and transportation, including power, fuel and water, and performing all work necessary to construct and complete in a good and workmanlike manner, in strict accordance with the specifications, plans and drawings thereof on file in the Office of the City Clerk of the City of Anaheim of the following public improvement, to wit: Construction of 10-inch standard strength V.C.P. sewer laterals in Broadway from Loara Street to Euclid Avenue; construction of brick manholes replacing existing pavement over trench wye branches; construction of special meter and manhole structure, and appurtenant work as indicated on the plans, Job No. 1906. Pursuant to the provisions of Section 1270 of the Labor Code, the City Council of the City of Anaheim has ascertained the general prevailing rate of wages in the locality in which this type of work is to be performed for each type of workman needed to execute this contract. All foremen, unless separately classified, shall be paid as provided in the June, 1953 revision of the A.G.C.-A.F.L. Southern California Master Labor Agreement.
Apprentices may be employed in conformity with Section 1777.5 of the California Labor Code.
The rates of per diem wages for each of the various classifications of work shall be the hereinbefore set forth prevailing rate of hourly wages multiplied by eight.Eight hours shall constitute a day's work, it being understood that in the event that workers are employed less than eight hours per day the per diem wage shall be that fraction of the per diem wage herein established that the number of hours of employment bears to eight hours.
The overtime rule establishing the rates of overtime and holiday work is followed where applicable with follow-up.Wheeler angle shift is worked eight hours of continuous employment except for lunch periods, shall constitute a day's work beginning on Monday and continuing through Friday each week.
Where work is required in excess of eight hours in any one day or during the interval of time from 5:00 o'clock p.m. Friday and 12:00 o'clock midnight Saturday, such work shall be paid for at the minimum rate of one and one-half times the basic rate of one employee on the project.The tractor shall be responsible for which time the City Council holds a public meeting and hires and will open all sealed property in sealed envelopes and mails in the upper left hand on "Sealed proposals for construction of BROADWAY SEWER IMPROvement.JOB NO. 1006." to which the name and address of bldg he above mentioned are bound shall be given ante that the bidder will ant to a contract, if awarded to him and will be declared forfeited if successful bidder refuses to into said contract after being quested to do so by the City or shelm.Such contract shall be entered into within fifteen (15) after receipt by said contract notice of the awarding of the tract unless such time is extinguished by the City of Anaheim.
Each bid must specify the location of the mill, shop office of each subcontractor will perform work or labor on der services to the contractor on work or improvement and the contractor on work or improvement and the contractor on work by each subcontractor.
The successful bidder will be required to furnish a faithful performance bond in an amount equal to 100% of the contract price a labor and material bond amount equal to 100% of the trace price, said bonds to be issued for surety or by company satisfactory or by Council of the City of Anaheim shall be approved by the City torney as to form and suffice before acceptance.

CHAPTER SEVENTEEN
SHELLY went upstairs to bed, read late, thinking about all the disturbing ideas which Craig had put into her mind. When she turned off her lamp, she still thought of the man. No wonder he was unhappy, if he took on all the fights in the world!
The voice of death had shrilled in the telephone call which brought the doctor out upon this road.
"I'll come at once," the doctor had said. "Tell me how to get there."
"You can't miss; it's a straight road—we're three miles off the highway. I'll have the lights on in the barnyard."
It was a straight road; the lights burned brightly in the barnyard—but the family waited and waited, and the doctor did not come. The old woman on the bed gave up her waiting; her burdened heart in telling me over at the coffee-shop, Seems Talboy had a call out to a farm on the old Peeke road. Old lady had a heart attack and they sent for him. He never got there, and she died. They found him and his car piled up against a tree, in the ditch—"
"That's a gravel road . . ."
"Rock. County road; it's a good road. And right there it's as straight as a string. Last night was clear—no ice."
"Drunk?"
"I'm afraid he was, E.J. It's a bad business. For a doctor to let a patient die because—"
"Yes, sir, it is bad! Stevie—"
"You're right. Stevie should not have brought him here. Man had a bad job-record. We don't want to designate that kind of doctor to serve our plant workers, do we?"
E.J. jumped. "No, sir!" he said breathlessly. "I guess we don't."

A mass of blue-enameled steel leaned against a tree trunk at the side of the straight moonlit road, and a little Scottie dog kicked at the blood on his master's cheek.
They found him about an hour after the accident. This was a county road and not patrolled; but a man starting early to take his fat young nogs to market saw the wreck and reported it at the first open filling station.
The patrol car found the wreck; the driver of the undertaker's car stopped to see what had happened. He'd been called out to the Armes' farm; the old lady there had died of a heart attack. The family had sent for a doctor, but he'd never got there—and she'd died.
The evidence of fact and surmise and coincidence built up like a child's block castle. It was all a matter of words said and repeated. The "man must have been drunk" quickly became the "man was drunk."
Everett Carr heard the story when he stopped for his usual cup of coffee at the hotel the next morning. That gathering of the town's businessmen served as a clearing house for the events of the community.
When he reached his office he buzzed for his son. Buzzed in a way that brought E.J. into his presence even faster than usual. "Something has happened," said Everett heavily. He sat deep in thought, his fingers drumming his desk. "We'll have to take steps I'm afraid," he said finally.
"What happened?"
"Oh, the man got himself hurt. He's in the hospital. Bowser was

"Well, sir, that answers your question. The compensation laws won't allow a doctor without a proper license."
"Well, there's been no action yet, of course. No time. But I want the plant's skirts clear. You understan."
"Yes, sir. Of course."
"We'll use the doctors at the hospital, I suppose—until we can get someone, or even until Stevie gets back...".
"Was he badly hurt?"
"Who? Talboy? I don't know. Unconscious when they brought him in. But a man that'd been drinking would be anyway, I presume."
Craig Talboy did not recover full consciousness for forty-eight hours. The details of the accident and its result all had to be told to him. The last he remembered was tooling along that empty, white road.
Craig lay in the white bed and pieced together this thing that had happened to him—and recognized his helplessness. He—Craig Talboy—had put himself on record, less than a month ago, that it was the province and the duty of the Medical society to pass upon the character, the morals, of its doctor-members, and for the protection of the lay person, to—
Lewis' moral behavior had led his wife to attempt suicide.
Talboy's behavior—as it appeared—had let a patient die.
Was one case different from the other?
It was not that membership in distributed by King Features Syndicate.

"I am worried, Myra. While Talboy is in the hospital, we'll have to handle the patients best we can. But if it's true—that his license may be reeled—I wouldn't know what to about that!"
"No, ma'am. You want to know what I think." The dark lusty eyes were kind, commiserating.
"I wish you would tell me," Shelly said faintly.
"I think you're tryin' to carry load of worry way beyond strength," said Myra. "And Point is, Shelly, nobody expires you to shoulder it alone. Should ask for help."
"What kind of help, Myra?"
"Oh, all kinds. Ask me for a fort and affection. And these specialists in all worries: Lily you know—a lawyer for a worry. Maybe some of the doctors would tell you what to with the office—and there's also your husband's family, coffer something personal like money."
Shelly bit her lip. "I know Stephen counted on his fam helping me if any difficulty at But do they really want to me? Do they? I don't know Myra—I just don't know!"
