NOTICE INVITING SEALED PROPOSALS FOR FURNISHING ALL PLANT, LAEOR SERVICES, MATERIALS AND EQUIPMENT AND PERFORMING ALL WORK NECESSARY FOR THE CONSTRUCTION, INSTALLATION AND COMPLETION WITHIN THE CITY OF ANAHEIM, ORANGE COUNTY, CALIFORNIA, IN ACCORDANCE WITH THE SPECIFICATIONS ON FILE IN THE OFFICE OF THE CITY CLERK OF THE CITY OF ANAHEIM OF THE FOLLOWING PUBLIC IMPROvement OR WORK: WEST STREET, PROJECT NO. 42.
Notice is hereby given that sealed proposals will be received by the City Council of the City of Anaheim at the office of the City Clerk up to the hour of 8:00 o'clock P.M. on the 11th day of May, 1954, and will be opened on said date at the hour of 8:00 o'clock P.M. public meeting of the City Council of the City of Anaheim, State of California, to be held in the City Council Chambers of the City Hall, of the City of Anaheim, at said time and place, for furnishing the following:
All plant, labor, services, materials and equipment, and all utilities and transportation, including power, fuel and water, and perform all work necessary to construct and grade in good condition with the design, detail plans and specifications as prepared by the City Engineer of the City of Anaheim of the following public improvement, to wit: The improvement of West Street from West North Street to West Center Street and from Broadway to West Santa Ana Street by removal of existing trees, excavation, construction of 4-inch plant-mixed paving and berms, concrete cross-gutters, adjusting exiting and grading to grade and appurtenant work as indicated on the plans, Proffect No. 42.
Pursuant to the provisions of Section 1770 of the Labor Code, the City Council of the City of Anaheim has ascertained the general pervailing rate of wages in the locality in which this type of work is to be performed for each type of workman needed to execute this contract. The following hourly wage scale so ascertained is as follows:

Anahalt Plant Engineer or Foreman ... $2.65 $21.20
Anahalt Plant Apprentice — Oiler and set forth prevailing rates of hourly wages multiplied by sight. Eight hours shall constitute a day's work it being understood that in the event that workmen are employed less than eight days per day the per diem wages shall be that fraction of the per diem wage herein established that the number of hours of employment bears to sight hours.
The overtime rule establishes the rates of overtime and holiday work shall be in accordance with the following: Where a single shift is worked, eight hours of continuous employment, except for lunch periods, shall constitute a day's work beginning on Monday and continuing through Friday each week. Where work is required in excess of eight hours in any one day or during the interval of time from 8:00 o'clock P.M. Friday and no o'clock midnight Saturday, such work shall be paid for at the minimum of one and one-half times the basic rate of wages and on Sundays and holidays such work shall be paid for at the minimum rate of double the basic rate of wages, except as otherwise provided in the June, 1958 revision of the A.G.C.-A.F.L. Southern California Master Labor Agreement.
Holidays as herein referred to shall be deemed to be New Year's Day, Decoration Day, Independence Day, Labor Day, Armistice Day, Thanksgiving Day and Christmas Day. If any of the above mentioned holidays other than Labor Day and Thanksgiving Day falls on Sunday, the following Monday shall be considered a legal holiday.
It shall be mandatory upon the contractor to whom the contract is awarded and upon any subcontractor under him to pay not less than the said specified rate of wages to all laborers, workmen and mechanics employed by them in the execution of the contract.
Each bid shall be made out on a form obtained at the office of the City Clerk or the City Engineer of the City of Anaheim and shall be accompanied by a certificate or cashier's check or bid bond for ten (10%) per cent of the amount of the bid, made payable to the City of Anaheim, and shall be sealed and delivered to the City Clerk at the City Hall of the City of Anaheim before 8:00 o'clock P.M. on the 11th day of May, 1954, at which time the City Council will hold a public meeting and hearing sealed proposals shall be submitted in sealed envelopes and marked in the upper left hand corner sealed proposals for construction of West Street Improvement, Project No. 42 together with the name and address of the biddder. The above mentioned check or bond shall be given as a guarantee that the biddder will enter into a contract, if awarded to him, and will be declared forfeited if the successful bidding refuses to enter into said contract after being subcontractors are protected such insurance. Such insurer shall be furnished by company satisfactory to the City and atto the approval of the City Attach as to form and sufficiency.
The successful bidding bidder and subcontractor and contractors played by him in the performance of said work or any part of work of said public improvement will be required to use only manufactured articles and supplies as have been produced in the United States and only such manufactured titles, materials and supplies have been manufactured in United States substantially from articles and plies mined, produced or manufactured as the case may be in United States pursuant to their visions of Sections 4800 to both inclusive, of the Government Code of the State of California.
Pursuant to the provision Sections 4800 and 4838 of the amendment Code of the State of California life-saving fitness and quality being equal, derer and any subcontractors or tractors employed by him on any part of the work on this described public improvement be required to prefer surplus grown, manufactured or procured in the State of California and to prefer supplies partially manufactured or produced in State of California.
Each bid will be accompanied by a Non-Collusion Affidavit, copy which may be obtained from City Clerk.
The successful bidding bid shall be required to enter into contract with the City Of Anaheim in the manner and form appropriate by the City Attorney of the City Anaheim.

Each bid must specify the name and location of the mill, shop or office on each subcontractor who will perform work labor or render services to the contract or about the construction of the work or improvement and the portion of the work which will be done by each subcontractor.If any bid submitted fails to specify a subcontractor as aforesaid,the contractor submitting such bid agrees to perform the work himself.
The successful bidder will be required to furnish a faithful performance based on an amount equal to 100% of the contract price and a labor and material bond in an amount equal to 100% of the contract price,said bonds to be secured from a surety or bonding company satisfactory to the City Council of the City of Anaheim and shall be approved by the City Attorney as to form and sufficiency before acceptance.

The successful bidder will be required to continuously maintain adequate protection of all his work and adjacent property from damage arising out of the performance of the Company with public liability insurance in an amount not less than $100,000.for injuries including accidental death of any one person and $300,000.on account of any one accident,and property damage insurance in an amount not less than $50,000.00and public liability insurance to cover vehicles used by him whether on or off the premises in an amount of $50,000.00in any one case or $100,000.for any one accident and property damage in an amount of $50,000.00Compensation and employer's liability insurance shall be maintained during all employees on the project.The contractor shall be responsible that all employees of

Mearle Meyer. Toastmaster president, called the regular meeting to order Tuesday. Plans for the beach party were discussed. A definite date has not been set but they believe it will be held May 17. Irvine Beach is the first choice of the members.
The screening of the nine candidates for the Kwikset scholarships was completed last week. The candidates were judged by Paul H. Demaree and Osborne Wheeler for their scholastic achievements with future plans to major in teaching or engineering.
Anaheim Connies walked away with many high honors Saturday April 24, at the section meeting of the FHA held at Luther Burbank High school. Those receiving offices from Anaheim are: vice-president, Joanna Forst; historian, June Morimore; parliamentarian, Betty Benson; song leader, Bette McIntyre; and reporter, Diane Mitobe.
Newport Beach seniors are busy planning the all-night dance on June 17 in the Rendezvous Ballroom in Balboa for graduating seniors from seven Orange high schools.
The members and adviser of the Future Nurses club are planning to visit the Orange County General Hospital May 11. They will be taken on a tour through the hospital and served tea.

Next Wednesday morning at 10:30, Mrs. Mary Greer Scarborough will give the last book review of the season. She has a nice selection of books. Among the books to be reviewed are "The Son of Ruth," "The Long Goodbye" and "The Gypsy in the Parlor."
Mrs. Scarborough will have as her guest, the author Mrs. Louise Stinetorf, who will no doubt tell of her new book "Beyond the Hungry Country." Her novel "The White Witch Doctor" described the life of an American missionary in the Belgian Congo.
New Books
"Power of Words," by Stuart Chase, is about the latest findings in communication, semantics, meaning; how to understand better, how to listen, and how to deal with an increasingly complicated world. Fifteen years ago, Stuart Chase wrote "The Tyranny of Words," describing how he studied semantics in order to improve his own communication as a writer. Since then semantics has received considerable attention. This volume is another skillful example of integration of the sciences dealing with human relations.

Canady is majoring in electrical engineering at SC. He plans to graduate in June. Tau Beta Pi was founded at Lehigh University in 1885 by Edward H. Williams, Jr., "to mark in a fitting manner those who have conferred honor upon their university by distinguished scholarship and exemplary character as undergraduates in engineering, or by their attainments as alumni in the fields of engineering." "The Place Called Sespe," by Robert G. Cleland, is the history of a California rancho in the Santa Clara Valley of Ventura County. Sespe ranch has been left in trust and the entire income and principal will ultimately go to the California Institute of Technology in Pasadena.

is majoring in electrical engineering at SC. He plans to graduate in June. Tau Beta Pi was founded at Lehigh University in 1885 by Edward H. Williams, Jr., "to mark in a fitting manner those who have conferred honor upon their university by distinguished scholarship and exemplary character as undergraduates in engineering, or by their attainments as alumni in the fields of engineering." The University of Southern California chapter was established in 1947.
