League of Cities Backs Study for Traffic Plan
SAN FRANCISCO (UP) — The League of California Cities has adopted a resolution calling for a comprehensive statewide traffic and transportation study to develop a "coordinated, properly integrated transportation plan."
The resolution was adopted at the final business session of the 55th annual conference yesterday. Some 2000 delegates attended the four-day meeting.
Earlier, a meeting of mayors and councilmen discussed transportation problems. Clarence A. Winder, mayor of Pasadena, emphasized the state needs long range planning on engineering rather than on political grounds.
Winder appeared pessimistic about the chances of building highways according to engineering studies.
"Generally speaking," he said, "the ability of a (state) senator to command 21 votes in the Senate is more important to the inclusion of additional mileage in the state highway system than all the reports of engineers.
D. D. Watson, state real estate commissioner, declared California has used almost all of its good subdivision land for building and now must go to the "fringe areas, to the hills and canyons."
He told a group of city managers that despite the shortage of desirable flat and well drained land, the next 10 years will see more money spent on home construction than the last decade.
Watson said 12 billion dollars will be spent in the next 10 years.

ON THE SCENT—Fish and Game Commissioner Roland H. Cobb was set to follow the direction indicated by Pepper, a pointer, as the game season opened in Maine. Hunters are now in pursuit of ruffed grouse, woodcock, pheasants and other small game in many of the wooded states all over the country.

LINCOLN, Neb. (B)—A local woman passed her driver's license test with flying colors and then "confessed" to Lancaster County Attorney Frederick Yagener. She told Wagener she had banged into his parked car while trying to park own vehicle on arrival at the house to take the tset.

High Court Agog
WASHINGTON (U) — The Supreme Court was somber and solemn again today. Gone was the slender blonde lawyer in a V-neck dress.
The lady attorney's appearance in the court yesterday somewhat upset the high bench's dignity. The lady is Miss R. Belladonna Villines, who represented herself for permission to handle cases before the court.
Anyone appearing before the high bench is expected to be garbed with extreme circumspectness. So closely is this observed that a girl reporter once was reprimanded for wearing a sweater.
So when Miss Villines, who is Mrs. Donald Coenen in private life, showed up in a tight fitting knit dress, newsmen and court employees rushed for places to see what would happen.
Justice William O. Douglas noticed Miss Villines' attire first. He took off his spectacles and took a second look.
Justice Felix Frankfurter was busy with papers. He received a nudge from Justice Robert H. Jackson. Both smiled.
Miss Villines herself couldn't understand why she was attracting so much attention. She practiced law for 10 years in Chicago, she said, and in Chicago all women attorneys dress like that.
Later she said she truly didn't know she might have been wearing the wrong outfit for the occasion.
