Buena Park Test Case of New Sewer Ruling Seen
An ironical situation faces the County Board of Supervisors, claimed members of Buena Park's young city council, meeting in the council chambers last night. In their minds it will be a test case when the outcome of the sewerage problem of Tract 1502, a 47 house subdivision at Magnolia and Orange streets, south-east of the city, is solved on unsolved.
In accordance with Orange county's recent policy to not approve any more housing subdivisions with septic tanks or sewers unless they are booked to a sewer outlet — where such a connection is at all possible, the tract company is going ahead with sewers. But where will they hook in what to know want to know Mayor Grady Travis, City Attorney Warren Ferguson, City Manager Arthur Brewer and members?
It would have to be with the city of Acadia. Buena Park or Garden Grove sanitation district they say. The tract is not under the jurisdiction of any of those sewer systems. So members voted to sent a paper to the tract officials granting them approval for everything else they are doing and asking them what they expect to do about their sewage.
There is a subdivision south of Knoxville Berry Farm having septic tanks, it was brought out, but they were put in before the county's adoption of the regulation.
It was voted to favor the recommendation sent to the council by the just-formed Buena Park Chamber of Commerce. The Chamber suggested that, whereas the city of Buena Park has not yet a business zoning ordinance, and it may be a few months before it has, the council give special consideration to business place issues pending such an official ordinance. Businesses are rapidly moving here, it was emphasized.
There was a second reading of the ordinance to amend the uniform traffic code, which was adopted.
Approval was voted for the city to purchase a $1250 dump truck. It also decided to allocate $644 per month for the salary of a clerk-instructor.
J.C. Jeffries had his building plans for a display house and other nursery buildings tentatively passed and he was granted permission to have two greenhouses moved from Whittier to the new nursery location at 8220 Commonwealth Ave.
Oral ballot cancelled the weekly council gathering of next week. The mayor, city attorney and city manager will be attending the convention of California League of Cities at San Francisco, which starts Oct. 19. This will be to the best interest of the city of Buena Park, was the unanimous opinion of those in attendance.
Farm Subsidy Panel Slated by Farmers
SANTA ANA — Another panel discussion of a proposed farm subsidy and control program, advanced by the national administration, was set today as one of a series of such meetings throughout Orange County for farmers.
Avocado department members of the Orange County Farm Bureau will meet at farm bus hall Friday at 7:30 p.m. at Chairman Jack per Caldwell call leader Wiley Jenkins.

College Training Exam Date Set Dec. 12 by Navy
The Navy has announced that the eighth nation-wide competitive examination for its college training program, the Naval Reserve Officers' Training Corps, has been scheduled for Dec. 12, 1983.
The Navy emphasized that this date is final and examinations would not be given at any other time regardless of circumstances.
Successful candidates will participate in four years of college training with government assistance and will be commissioned as officers of the Navy or Marine Corps upon graduation.
Applications for examinations are available to high school seniors or graduates within the age requirements. The applications may be obtained at high schools, colleges, and Navy Recruiting Stations throughout the country. Completed applications must reach the Educational Testing Service in Princeton, N.J. by November 21, 1983.
The program is open to male citizens of the United States between the ages of 17 and 21, and quotas have been assigned to each state and territory on behalf of its high school population.
Those who are successful in passing the aptitude test will be interviewed and given physical examinations. Then, if they are found in all respects qualified, their names will be submitted to state and territorial selection committees composed of prominent citizens and naval officers for final selection.
The navy expects to enter about 2,000 students into the program for the fall term of college, 1954. Those selected by the competitive committee as moderator for a panel who will also answer George S. Wesner, west residential floor.

The German Eborhaired Pointer Club of Southern California is holding its first licensed Field Trial, Saturday and Sunday, October 17 and 18, on the Abacheri Ranch just off Hi-Way II between Chino and the Prado Dam.

One of Few Paintings of Shakespeare To Hang in Halls of Coast College
William Shakespeare, gentleman and playright, born 1564, came to Orange Coast College in Costa Mesa this week. And thereby hangs a tale.
Pew people today know how William Shakespeare really looked. Almost all of the portraits of the famed literary figure which are used today are copies done by memory. Long after the poet's death Orange Coast College students will have a better opportunity than most to see the hard as his contemporaries saw him as the result of a recent acquisition made by Vernon Patterson, chairman of the department of languages and literature.
The painting is an exact reproduction of the only existing known likeness of Shakespeare made during his lifetime. It is nearly a half-length of the poet in a stiff white collar and closely buttoned coat.
An engraving, thought by scholars to have been taken from the portrait, was printed on the little page of the first folio of Shakespeare's plays appearing in 1827. The portrait with Martin Droebelen, little known Finnish engraver, and on the opposite page Ben Jonson congratulated the engraver on having satisfactorily achieved the poet's likeness.
The original portrait, from which the engraving is believed to have been taken, was not discovered until 1892 in the possession of H. C. Clements at Peckham Rye. This portrait, faded and worn eaten, had been obtained by Clements from an obscure art dealer in 1840. It is considered to be the only portrait of Shakespeare painted in his lifetime, and was done when the writer was in his forty-fifth year, seven years before his death. The original painting now hangs in the Memorial Picture Gallery at Stratford.
While browsing in a Laguna Beach art studio, Vernon Patterson, chairman of the department of languages and literature, spot-ted the painting, recognized it as an extremely faithful reproduction, and attempted to buy it for the College. At first reluctant, saying the painting had been left three years ago to be framed and never picked up, the art dealer agreed to sell when he heard that the painting would hang in the college.
Thus it is that Shakespeare has come to Orange Coast College—for 422 plus tax.
County Builders Schedule Clinic
Election of the board of directors and an air condition clinic will highlight the regular monthly meeting of the Orange County Builders Association to be held Oct. 19 at Pridemann's Hall in Orange. In Donald Hall, president announced.
Members of the association nominated by the committee were Burt Bluff, general contractor; Barney McKenna, lumberman; Charles Mower, electrical contractor; James Ray, general contractor and James Russell, plumbing contractor. There will also be nominations from the floor.

Particular stress will be laid on the following points:
1. Air conditioning is more than summer-cooling as illustrated by a moving picture "Service Unseen."
2. What year-round residential air conditioning is doing to change America's pattern of living, and stimulate the market for small homes.
3. How year-round air conditioning can be included in the 1,000 and 1,500 square foot home with little or no additional building cost.
It is expected that the clinic will discuss ways of making houses so much more desirable through year-round air conditioning, that fewer and fewer people would be willing to go on living in their old homes, thus creating a demand for tomorrow's houses. The clinic will show that yesterday's house is obsolete in terms of today's demand for comfortable living and will indicate how residential air conditioning can create a while new market for the home building industry.

Pick Appeal Board For Air Pollution Control District
SANTA ANA — Supervisors Tuesday activated an appeals board of the recently-organized Orange County Air Pollution Control District, and let it be known that enforcement of smoke regulations from hot-mix asphalt plants would be undertaken.
Two men and a woman were named to the appeals board, after Agricultural Commissioner D. W. Tubbs, the control officer, and Birkke M. Luckenbill, the administrator of the district, recommended them.
James B. Stoddard, Corona del Mar engineer, Stephen F. Gallagher of Anaheim and Miss Marjorie Mine of Santa Ana, both attorneys, were named to the appeals board.
By lot, Stoddard drew a three-year term, Gallagher a two year term and Miss Mize only one year.
Luckenbill handed in a report detailing operations of four hot-mix asphalt plants each preparing road surfacing material at rates of up to 100 tons per hour.
He said that the district is "ready to proceed with enforcement of restrictions upon existing equipment of certain classes of sources of air contaminators," which he said meant the asphalt plants.
There was no report concerning the county's own rubbish disposal dumps, generally credited with contributing to smoke conditions by around-the-clock or day-long burning of rubbish.

BANTA ANA—Twenty-year bonds totaling $3,000,000 authorized by patrons of Fullerton's junior college and high school districts, were sold by the board of supervisors late Tuesday.
The Bank of America was low bidder on both issues; both drew bids from two other financial houses.
On a $2,500,000 issue for the high school district, the bank asked 2¼ per cent on the first $1,625,000 and 2½ per cent interest on the remaining $876,000; it offered premium of $1769 and so the net interest cost was set at $663,231.
A split bid was entered also for the $500,000 issue of the junior college district. The bank asked 2¼ per cent interest on the first $325,000 and 2½ per cent interest on the remaining $175,000, and gave premium of $359, making net interest cost $132,641.
Highest interest costs asked by other bidders would have been $683,975 and $136,795, respectively.
