Educator Boosts Use of Psychology With Enemies
Stressing the importance of psychology in warfare and over negotiating tables, Dr. Wallace Moore, instructor at the Long Beach State College, told the Rotary Club yesterday that America needs to put more emphasis on the psychological aspects in dealing with foreign powers.
He stated that the present conflict is a war to win men's minds and the present truce talks in Panmunjom are being used by the Communists for propaganda purposes and for little else.
Dr. Moore, who spent a year in Japan and Korea as consultant of the State Department, said in his talk before the Rotarians that America should establish schools comparable to West Point and Annapolis where psychology is taught and where foreign languages are taught.
"We must take the offensive if we are to win the present conflict in psychological warfare now being waged by the Communist party throughout the world," he stated.
Dr. Moore briefly described what he saw and heard while in Panmunjom and said that President Sigmund Rhee is dogmatic, stubborn, is a product of 1000 years of Oriental thinking, he is a conservative, but a reactionary on many points of views.
Rhee maintains that South Korea in 1953 is just like the United States in 1853; it cannot exist half free and half slave.
Dr. Moore said that until the time comes that the U. S. and the free nations can make Russia repudiate Lenin's policy that communism and capitalism cannot exist in the same world, we cannot trust Russians over negotiating tables anywhere in the world.
He stated that we must change our interpretation of propaganda.

He stated that we must change our interpretation of propaganda warfare. He said don't sell short Radio Free Asia, Radio Free Europe, the missionary work in the Far East or international organizations.
He went on to say that Radio Free Asia and Radio Free Europe can do more than the Voice of America can ever do, because the Voice is bound by 1890 protocol.
Our basic reason for existence today and the hope for the future lies in what he called "faith of our fathers." The principles and ideas passed down to each generation by their parents. We should pass the same things on to our children, he said.
"We should stand on our feet and say to the Russians and communists, this is the line we follow and nothing else — the faith of our fathers."

HOME modernizing
landscaping Needed to Give a Home shade, Privacy as Well as Beauty
Without specialized training in the field, the average homeowner fighting an uphill battle when comes to landscaping his grounds, according to Home Modifying magazine, which gives these tips on the subject.
First, consider what proper landscaping can do for the home: 1. It can "tie" the house to its ceilings, covering square lines of the foundation and framing the corners; for a finished, pleasing appearance (this is called foundation planting). 2. It can shade the house for easier comfort. 3. It can screen the house and ward from strong winds. 4. It can block off undesirable rains, and give the family privacy within the lot. 5. It can border or "fence" the yard and shapes. They should have the same general color and texture, or go well together, to avoid a spotty effect. Plant so that in a few years you will have a curving effect with gentle dips and peaks created by the way you place the taller and shorter plants.
You can "fence" the lot with a low clipped hedge; or plant a border that consists of tall bushes at the lot line, curving rows of smaller plants in front of them, flowers at the very inside, as a colorful border to the lawn.
Windbreaks are especially useful if your lot is open to the sweep of winter winds; they act as snow fences also. They may be planted of closely-set evergreen trees or shrubs, giving color in the winter as well as keeping out wind and snow; or they may be of dense but leaf-shedding shrubs.

WANT A LITTLE Trip? Expenses
Well-balanced plantings soften the lines of this attractive, modhome and tend to "tile" it to the ground, furnish shade and sumcrow coolness, and give the family a "screen" for privacy.
Ground cover is a boom to the homeowner who has spots on his land where it would be hard to grow or to mow grass.
Landscaping Costs
Most landscape architects and home builders agree that from two to five percent of the cost of the home can go into landscaping; and some go as high as 10 percent.
For a new home, landscaping costs are generally figured in the mortgage. With existing homes, landscaping qualifies for an FHA Title I home improvement loan, and many lending agencies make their own loans for this purpose, regardless of FHA.
As a general guide to costs, remember that many beautiful plants are slow-growing and may cost more to bring to salable size at the nursery; but their extra cost will soon be forgotten, while the extra pleasure they bring will last for years.
