County Tax Rate Trend Reported
Five-year trend of Orange County tax rate for general county purposes shows a low of $0.90 for the first of the five years, 1949-50, a high of $1.25 for the next year, 1950-51, and rates of $1.15 for 1951-52, $1.15 for 1952-53, and $1.15 per $100 of taxable value for 1953-54, the current year, California Taxpayers' association reported today.
Any school or strictly special district rates have been taken out of the "county general purposes" rate, it was pointed out.
The county tax levied on property is only one of the myriad of taxes which the people of any community must pay, the Taxpayers' association said.
Local government rates — for cities, school districts, and other districts — are levied on property, in addition to the county rates.
State taxes, city taxes and imposts other than property taxes, and federal taxes also are part of the ever-growing tax burden on the people.
"The only way the tax bill will come down is by controlling the expenditures of the individual governmental unit, be it county, city, school district, or national government," the Taxpayers' association declared.
"Grass roots action to hold government spending in check — from the smaller local district to the huge federal government — is the sure and sound approach to 'too-burdensome' taxes."

CHAPTER FOURTEEN
BROWN'S face turned the color old leather on learning that he has been seen throwing something overboard. I would not have been surprised to see him keel over with a stroke. But just as the silence rumble, he said calmly, "ery well, then. I threw a rever overboard."
So you mind telling us why you did that, Mr. Brown?" Robert said.
Brown weighed every word of his answer. He had seen the trap hoote, but now he was studying it.
"I don't mind. It was my own. As I ran out on deck it struck me that I did not want to be und carrying arms."
Even though the weapon had been fired? Robert asked.
Was an impulse," Brown said sternly.
It's clear, clipped voice said, "I don't believe you."
Brown turned to face her as if he could make him forget anything else.
As Lisa, I implore you—"Frederick." It was the first they had used Christian with each other, yet they needed to come easily. "You sacri-fice yourself for me once before. I can't let you do it again. I cannot carry such a weight of obligation. You must let me take care of making a new life, but those are only phrases, really. One has only one life, and everything that happens part of it. One drags the past behind one always, like a chain."
Brown rose and went toward her with the obvious intention of cutting short what she was about to say, but she stopped him with a raised hand.
"Don't interrupt me, Frederick. I have determined to tell everything. Last night I was almost ready to kill Darius to keep it quiet, but now I see that some of our friends—and enemies—on board have guessed a part, and will ferret out the rest. Besides, it seems so very long ago. My son is established now, and not so vulnerable as he was. Eight years can be a long time."
She had ceased to speak to anyone in particular, and sat staring ahead of her as if she were peering down the tunnel of her past. Her high-necked black dinner dress could have been a penitential robe.
"The thing is that my husband committed a folly, I like to think of it in those terms now, without blame or bitterness. He became interested in an American business when he was attached to the embassy in Washington. He should not have done so, of course. To make a long story short, he fell in love with a young woman in the But Liss went on, weary and inexorable. "Darius has made impossible, Frederick, by getting hold of the story. And I think know where he got it." There was a momentary flash of her old periousness, but it did not last hope you are not ashamed of being loved me, Frederick. I proud of it, and only regret that could not return it. But Opdyll twisted mind saw something shouting in our friendship. He could believe that you had been distressed. He thought that by thrilling to bring all this up, he coerce me into doing what wished—in fact into marrying him. That is what he was telling last night."
Her face had set into haggard lines, but now she drew herself for a final effort, and her bearer was queenly.
"I fear I did not take it nice. He became quite melodramatic and offered to let me shoot him with a revolver which he put out of a shoulder holster. I liked his theatrics, so I took it off of his hand and dropped it over board. Then I left him. He been in my cabin about ten minutes when he heard the shot. Is the truth, for whatever it might be worth. I feel we must all candid, if we are ever to get back."

He became interested in an American business when he was attached to the embassy in Washington. He should not have done so, of course. To make a long story short, he fell in love with a young woman in the office, and they ran away together. Some funds were missing . . .
She gave a shudder of distaste and plodded on as Brown watched her in horror.
"Since an alien with a diplomatic passport was involved, Mr. Brown was put in charge of handling the investigation for the P.B.I. My son was still at Harrow. For his sake, if for nothing else, I wished to hush the matter up. I persuaded Mr. Brown to let me restore the losses, and nothing came out. No one lost by it. A few people in England had to know, because they helped me raise the money, and this decided me to move to Nassau. My husband had a change of heart a few months later, and shot himself in Chicago."
Her voice died away almost to a whisper at the end, and she spread her hands, open and empty — an unconscious gesture which said that she had nothing more to give. Brown made a last effort to turn her statement to her own advantage.
"It is very fine of you, Lisa, to be willing to tell us all this, but of course it has no bearing on the present situation."
"Of course it has a bearing, Frederick. Now you must just let me go on and get it over. You see, Mr. Brown felt he had compromised his professional integrity by withholding some of the evidence, and he resigned. I was sorry for that, especially as I felt I could not repay him in any way."
Brown slapped his hand on the table and fairly shouted to her across it.
"Lisa, leave your personal relationships out of it!"
"I fear I did not take it nice. He became quite melodramatic and offered to let me shoot with a revolver which he put out of a shoulder holster. I liked his theatrics, so I took it off of his hand and dropped it over board. Then I left him. He been in my cabin about ten minutes when I heard the shot. That is the truth, for whatever it may be worth. I feel we must all candid, if we are ever to get back."
"Thank you, Lisa," Robert quietly.
As Lisa gathered up her inevite knitting and started for door, the doctor asked her a question.
"Did you ever discover identity of the other woman, L.Tremaine?"
Lisa turned to face us from doorway. "Yes. I knew that along. A very common type."
She left us then, and we he her going slowly up the stairs.
I was thinking of her, and what it must have cost her pride and emotion to tell this did story, and I was not prepared to have Randolph turn his gray eyes on me.
"Could you overhear what dyke and Lady Tremaine were saying when you saw them deck?"
Why yes." I stammered, saw Robert look agast, Brown whirl around threatening I made a clumsy revision, knew that it was too late. "I so far away, I could not be suu Todd spoke up from the corp He was still with us although had forgotten him.
Mrs. Tintagel is a lady who hears more than she lets on." Was evidently following the oath's lead in dropping all titl and his voice was heavy meaning.
Robert turned pale—a dangerous sign with him." Are you spying of my wife, Todd?"
This was the underlying Rob as sharp and solid as a north wail and Todd wilted under the sud bleakness in his pale blue eyes.
"Yes, m'lord."
Then mend your manners."

Say Officers Certain Santo, Perkin Guilty of Chester Slaying of Four
SACRAMENTO — The most vicious murders in the historic California—the bludgeon slayings of a Chester grocer and three dren—were committed on a longly High Serra logging road ago today.
No one has been indicted for the crime, but peace officers they are certain they know who did it, smooth, affable Jack Santo and his triggerman Emmett Perkins.
The year-long investigation touched off by the Chester massacre wound like a scarlet snake through a twisted maze of murder, torture, kidnaping, smuggling, robbery, robbery often for raw gold taken secretly from Mother Lode Sierra mines.
Sentenced to Death
The strands of evidence, rumor and suspicion turned up by local law officers and state agents were sifted by the Bureau of Criminal Identification and Investigation and forged into a case in which two persons have been sentenced to death, another convicted of murder and two others put under indictment.
In pursuit of the Chester killers, the lawmen uncovered a landlocked deep sea diver with a story to tell, a now missing burglar and police informer and a fantastic plot to burn a witness to death in court.
The story opened a year ago when grocer Guard Young, his three daughters and a neighbor's son, started back from a Westwood bank with $7100 in currency to cash loggers' pay checks.
One Child Alive
When darkness fell and they had not returned to Chester, a posse set out to find them, fearing an auto accident. A highway patrolman opened the trunk of a hidden car the next morning to disclose one body beaten child still alive and the others beaten to death.
Sheriff Melvin Schooler, his deputies and state agents began a vigorous investigation.

Sheriff Melvin Schooler, his deputies and state agents began a vigorous investigation.
Then Baxtier Shorter, a former lieutenant of gambler-Mickey Cohen, made a deal with Burbank police for lenency and confessed he and three other men and a woman participated in the killing of Mrs. Mabel Monahan in Los Angeles in a truilleless search for $200,000 in cash believed hidden in her home.
Pollock closed in on a Grass Valley home and picked up deep sea diver John True so fast local authorities thought he was kidnapped.
Witness Kidnaped
But Santo and Perkins swooped down on Shorter. He was kidnapped from his home and hasn't been seen since.
True broke down and turned state's witness. On the basis of his testimony, Santo, Perkins and Miss Barbara Graham were convicted of the Monahan murder.
At one point in the trial officers uncovered what they said'd was a fantastic pot to rub out True in court by dousing him with a jelly gasoline bomb.
Meantime, Sheriff Wayne Brown in Nevada County picked up George W. Boles Jr. Boles was identified as one of the killers of gold miner Edmund Hansen by Hansen's widow.

Boles confessed to the killing and named Perkins as the triggerman. He said Santo masterminded the job and Harriet Henson, an Auburn cocktail waitress drove the getaway car.
Miss Henson, Santo's mistress finally cracked under more than 100 hours' grilling. She said Santo and Perkins had confessed to her they had done the Chester killings.

MYSTERIOUS BASALT HEADS WEIGHTING AS MUCH AS 10 TONS AND ESTIMATED TO BE 1300 YEARS OLD WERE UNEARTHED AT LA VENTH IN SOUTHWESTERN, Mexico. How the HEADS WERE TRANSPORTED 60 MILES FROM THE NEAREST BASE DEPOSIT REMAINING A MYSTERY...

TV-RADIOLOGIC
MONDAY, OCT. 12—Johnny Lindell, ex-Pittsburgh Pirate, appears on "TV Baseball Hall of Fame" with Sam Balter at 8:45 over KLAC (13). The third game of the 1943 World Series will be highlighted ... "Mr. and Mrs. Pratt," the TV vehicle which is to serve Eisa Lancaster for her TV debut on "Studio One" is presented over KNXT (2) at 7. A 70 million dollar fortune is involved in the story ... Grunt and groan fans will enjoy watching the antics of the Great Bolo and Lord Carlton teamed up against Danny McShain and Wild Red Berry for the tag match from KTTV (11) beginning at 8:15 ... The ever-popular "Showboat" will be heard on KFI radio with Dorothy Kirsten and Gordon MacRae at 8:30 ... We can get along without-the commentary (very slow and dull) of Art Aragon during the boxing from South Gate over KHJ (9) at 8:30, and keep more of the very informative and pleasant vocal coverage by Mark Scott. Announcing just isn't Aragon's forte! ... Lucy and her friend Ethel Mertz buy a dress shop "on a shoe string" and promptly go into the red during "I Love Lucy" from KNXT (2) at 9 ... John Dos Passos' celebrated story, "The Big Money," which is part of his omnibus trilogy of Americana, will be seen on TV for the first time during Robert Montgomery Presents over KNBH (4) at 9:30.
