PLUNGE PUMPING PLAN—Practicing what they preach, the city fathers are using the water in the City Park plunge to irrigate the park this fall in an effort to conserve water. Because water conservation is a major problem in Orange County, and is everyone's concern, the city decided to try and use the 253,000 gallons in the plunge for park purposes instead of draining the pool into the sewer system. (Bulletin photo) City Uses Water From Plunge for Irrigating Park Southern California is noted for its beautiful sunshine weather 360 days out of the year, but for sunny days, we must sacrifice one vital necessity—rain. Our water situation has become a serious problem and it has been groundwater basins. Realizing this, city officials have initiated a new system to conserve water and put stored water to the best practical use. Because the water has set for more than a week, the chlorine in the water is almost totally absent and as the water passes through the sprinkler it is aerated which allows the chlorine gas to escape and the water is almost completely pure when it strikes the ground. So far the operation had worked well and the water is being used on the playground area and the baseball field which are not normally watered during the summer months. The question of talks with Russia was understood to have been discussed at today's cabinet meeting in connection with Britain's part in replying to the Sept. 29 Russian note which in effect rejected western proposals for a Lugano conference on Germany and Austria. Informed sources said Churchill was still hopeful for a Big Four talk on the highest level and might try on his own to get together with Soviet Premier Georgi Malenkov, Mr. Eisenhower and French Premier Joseph Landel. A Big Three drafting committee will meet tomorrow to shape the West's reply to the Russian note. Firemen Battle Four Major Fires By UNITED PRESS Firefighters battled today to control four major forest and brush fires in Ventura and San Diego counties that have blackened over 20,000 acres. More than 200 men put a fire line on the southern boundary of flames burning on the mountain ridge between the Santa Clara and Simi valleys in Ventura but the flames, fanned by strong winds, were reported heading east toward the Oakridge and Torrey canyon oil fields. The blaze, which started Saturday, has charred more than 10,000 acres of brush and grazing land and forced temporary closing of Highway 23 between Fillmore and Moorpark yesterday. In San Diego county, more than 400 men fought for the third day to control flames that have blackened more than 6,500 acres in the Bronco Flats area of Cleveland National Forest. Reinforcements from Stanislaus and Plumas National Forests in Northern California and 83 Zuni indians from New Mexico were put on the fire line. Another fire has destroyed 4,500 acres of brush in Pauma valley, south of Mt. Palomar. Two more blazes were reported sweep down either side of Highway west of Pala. Talk on Old System But Benson said at a news conference that its department may try to revive interest in the two price system of supports and said there had been talk on Capitol Hill of reviving the old proposal. He explained that under the two price system, a farmer with 1000 bushels of wheat would sell a portion, say 600 bushels, at government support prices and market the remainder at prevailing world prices. In his speech, Benson blamed dropping cattle and lamb prices that have caught livestock man in a "cost-price" squeeze on the "miguided" attempts of the recent Democratic administration to suppress inflation with price controls. Benson acknowledged the gravity of the farmer flight, particularly in critical drought areas, but said "the situation is already much more stabilized." The American people literally are using as one of the best problems," he said. "Most is going into storage." Benson said his advisors, including calfmen themselves, have opposed direct price support subsidies by the government, as on field crops. He said he will not recommend any.
