Although the peak harvest is now approaching, they said they do not expect "much change" during the next three months in prices received by farmers for crops and livestock. They concluded, however, that such change at there is probably will be in the direction of lower prices. A report yesterday on the mid-september level of farm prices showed a drop of four-differences of 1 per cent last year from a month earlier and year at this time. A spokesman pointed out that the decline was less than the 1 per cent drop in farm prices from mid-August to mid-September last year. Farm prices fell another 1 per cent last year from September to October. Experts therefore would not be surprised at a seasonal decline of 1 per cent or so by mid-October. BY PHIL NEWBON United Press Foreign Analyst The passage of time, among nations, leads to strong individual heads all things. Thus, in the not too distant future Spanish cities and ports will begin taking on a new look, new roads will wind through Spanish mountains and new equipment will roll along her revitalized rail system. All this the result of her newly signed 30-year defense pact with the United States, and $26,000,000 in American money. Bitterness against Generalissimo Francisco Franco and his one-time close ties with the Hitler and Mussolini regimes ran high in the United States, and even higher in Britain and France. Wartime Value There is no arguing the military value of Spain in the defense of Western Europe; nor of France's own fear of world Communism as Spain's disillusioned financial condition that caused her to abandon the neutrality which helped her avoid two world wars and take a chance on an even bigger defeat third one. For with United States ships outfitting at Spanish ports and many bomb-carrying planes operating from Spanish airfields Spain herself now is a target. Final Strength Spain, needled behind the Pyrenees, is an ideal last-land bastion against any sudden Communist sweep across Europe, a sweep which our military planners say would be a certainty in the event of any attack now and in the state of Europe's present defenses. Her airfields are even better than England's because Russian bombers would have to fly farther over unfriendly territory to reach them, and better than Africa's because they place our own bombers closer to their targets. Further, the Spanish part now, finally, locks the door on the Mediterranean. Some Areas Weak The only weak spots left are Commun-controlled Albania, already isolated, and Britain's dispute with Egypt over control of Bursa, now closer than at any time before to settlement. The French will not be too happy about the past. For them it is a blunt reminder... The 50-year-old California governor will fly here to take his oath of office Monday in time to provide at the opening of the court's fall term that afternoon. Warren has said his basic idea is that people want "social programs but one dead set against socialism." In California, he once said his aim was to "fashion forward looking and progressive law." First Californian Warren is the first Californian ever to become a member of the Supreme Court and the First Chief Justice from west of the Mississippi. The toughest constitutional issue in a long time is waiting for Warren in his chamber in the white marble court on Capitol Hill. This is racial segregation in the nation's public schools, scheduled for a second round of arguments during the week of Dec. 1. Warren has never made any specific statement on school segregation but has said every child must be afforded an opportunity for a sound education "regardless of his creed, his race or where he lives." Esther Williams Gives Birth to Daughter SANTA MONICA (UP)—Movie swimmer Esther Williams and her husband, Ben Gage, today were the proud parents of their third child. The seven-pound, 15-ounce girl, Susan, was born yesterday at Santa Monica Hospital. Mother and child were reported in good condition. The couple's other children are Ben Jr., 4, and Kim, 8. Hint Bay City Seeks Mark Clark for Mayor SAN FRANCISCO (UP)—Rumor had it today that Gen. Mark Clark has been asked to run for mayor of San Francisco in the 1955 municipal election.
