Tax Burden of Anaheim Told by NAM Council
Anaheim's typical family tax burden is shown in the chart at right which forcefully prove the need for early relief of this drain on its standard of living.
Such was the opinion expressed today by the Pacific Southwest Research Council of the National Association of Manufacturers, currently undertaking a survey of this aspect of the problems of government, business and industry.
"The well being of the average family is vital to healthy economics and points up the danger of the situation in which taxes are taking almost as much and sometimes more than people spend on food," the NAM observed. As the chart shows, a typical family of four with a $3,000 income must give up $745 in taxes although it spends only $1,105 on food. A family with a $4,000 income pays $1,093 in taxes as compared with $1,249 for food, and a family with $5,000 spends $1,413 for food while it must give up a larger share of its income — $1,526 for taxes.
The NAM indicated that stricter government economy, reduction of the Federal debt and cutting of taxes is a way to increase standards of living in the post-Korea adjustment. By having more money to spend for useful things, the average family would stimulate business conditions, it suggested.
A family with an income of $2-500 a year, the Council's study points out, has an annual tax burden amounting to $583, or about 60% of what it spends for food, $86 more than it spends for housing, and nearly twice what it normally pays for clothing.
"By comparing what we give in taxes with the costs of some of the basic necessities of life", the report explains, "we get an idea of the higher living standards people could enjoy — regardless of their present income levels — if federal taxes were reduced."

During the last fiscal year the number of California veterans financing homes through the state's "Cal-Vet" program rose 17 percent reported D. J. Callaghan, Jr., State Director of Veterans Affairs.
In the annual period ending last June 30, 9,223 California veterans of two world wars and the Korean conflict took advantage of the low interest financing plan in order to become home owners, he said.
A total of 40,256 veterans in 5 of California's 58 countries were financing their homes under the low-interest Ca--Vet plan at the end of the fiscal year. An increase in Cal-Vet properties was noted nearly every county.
In Orange county, 1356 veterans were purchasing homes through the Department of Veterans Affairs as of last June 30. Last year the comparable figure was 1026.
The annual count of home purchases by the State Department of Veterans Affairs reveals a net increase of 5,841 active contracts over the previous year's total of 34-315. During the year, many home contracts were paid in full.
Total contract price on the home was listed at $288,002,473. This is the amount invested by the State out of funds received from the sale of California Veterans Bonds. Calaghan said the figure represents a rise of $52,707,742 over the total value of active Cal-Vet homes listed by the Department a year earlier.
In Orange county, the State's investment in homes under contract as of June 30 came to $10,126,455 as compared with $7,355,549 a year earlier.

According to the Council's report, a study of the burden of taxes on families of medium and lower incomes, made by the NAM shows that federal taxes take a much larger part of every family's income than is generally realized. Even the taxes levied by the government on corporations, it shows, eventually come out of the family purse in the form of higher prices or lower returns on investments. "In this study," the Council reports, "NAM's economists added all the various taxes together, computed how they probably fall on families with different incomes and buying habits, and came up with some figures which may be only approximations for any given family but which nevertheless are informative — and disturbing."
It shows that the typical $4,000 a year city family pays $1,249 for food, $596 of housing, fuel, light and refrigeration and $445 for clothing. In contrast, the same family pays $1,083 in federal, state and local taxes, more than it spends for any other category of expense except food, and an amount equal to over one-fourth of its total income. Of that tax total, $795 is for federal taxes, including $271 for income tax alone. A $5,000 a year family spends $1,526 in taxes, more than the $1,413 it spends for food, and more than double its annual clothing bill.
"Tax cuts involving individual income taxes, corporation income taxes, federal excise taxes and the excess profits tax are all scheduled within the next ten months," the report concludes. "If all four tax reductions are permitted to take effect, it can mean a saving of $77 a year for the average $4,000 family. This isn't much in relation to that family's total tax bill, but the saving could amount to a full week's income — a step in the right direction, and a most welcome one."

More than 67,000 veterans have purchased properties through the state plan since it was established in 1921. Some 24,000 of these paid off their contracts in full.
Veterans repay the state monthly installments at an interest rate which has been set at 3 percent since 1946.

Social Security Wage Credits for Services Told

Social Security Wage Credits for Services Told
Men and women who remain in active military service after Dec. 31, 1953, or enter service after that date will get social security wage credits under the old-age and survivors insurance program, Garrett W. List, manager of the Santa Ana Social Security office, declared today.
A newly enacted amendment to the law extends the period of military service coverage to July 1, 1955. Persons in service will get $160 a month social security wage credits for each month of active duty until that date, List said. New ‘Dust Bomb’ Claimed Latest Weapon for U.S.
TUCSON, Ariz. — A University of Arizona agricultural chemist revealed plans today for a radioactive strontium—dust bomb which he said could overshadow the deadly cobalt bomb in long range destruction.
Dr. Wallace H. Fuller, a former staff member of the first large-scale radioactive research in agriculture, said he based his conclusions on experiments conducted in Arizona for the past 21-3 ya.
State Labor Leaders Criticize Republicans
LOS ANGELES (UP)—California labor leaders sharply criticized the Republican administration today following the resignation of Secretary of Labor Martin Durkin.
Thomas L. Pitts, president of the California State Federation of Labor, said Durkin’s resignation "points up the fact that it is virtually impossible to expect the administration to accomplish anything... good and equitable for the working people."
Albert T. Lunceford, secretary-treasurer of the Greater Los Angeles CIO Council, charged "the Eisenhower administrator is out to emasculate the Department of Labor."
Luceford said he was "surprised that Durkin lasted as long as he did."
Local Chest Activities Told Exchange Club
An explanation of Community Chest activities in Anaheim and Orange County was graphically presented to members of the Anaheim Exchange Club yesterday through the medium of motion.
In a formal statement, Dr. Fuller said the dust bomb could be used to knock out of production any of the world's food producing lands, and could make large bodies of water completely useless.
Fuller said bombs of radioactive strontium dust could so contaminate farm lands that complete removal of crops and abandonment of the land would be necessary. He said strontium has characteristics similar to calcium and will take the place of calcium in plant and animal tissues if it is available.
For this reason, he said, radioactive strontium introduced into soil or water would be taken up by plants and in turn transmitted to animals and humans.
When man eats meat or plants containing radioactive strontium, he said, the material would concentrate in the bones, thus bombarding body cells with deadly beta or gamma rays and causing certain death. And he said once the element takes its place in bone, it remains.

An explanation of Community Chest activities in Anaheim and Orange County was graphically presented to members of the Anaheim Exchange Club yesterday through the medium of motion pictures.
The film, "Your Dollars at Work," produced by the Orange County Federation of Community Chests, showing how contributed money supports the various agencies, was screened by Program Chairman Lowen Casey.
Final plans were announced for the Exchange Club's participation in both the Kuchel Homecoming Sept. 16, and the Hallowe'en festival the end of October.
