WASHINGTON (UP)—If enemy atoms bombers ever head for notice is the most we can hope for now, at least in coastal cities.
Once enemy planes are spotted the job is up to civil defense. Since early 1951, when FCDA was created, a lot has been done. More remains to be done. FCDA's job is education, training, and organization. When the time comes, state and local CD directors will "run" civil defense.
CD directors have been named in all the 71 critical target areas.

WASHINGTON (UP)—If enemy atomic bombers ever head for your city don't get in the way of the fire trucks. They probably will be racing out of town.
Peculiar? No. Civil defense officials want to be sure the fire trucks are intact after the bombers have passed. So they can race back in and fight the resulting fires.
That is civil defense planning. It is one small but important part of an overall plan into which a lot more work has been put than most people realize.
Russia Can Deliver
Will the plan work? We won't know for sure until too late. That is why Val Peterson, boss of the federal Civil Defense Administration, and the team of experts he has working with him take their jobs seriously.
The problem, in a nutshell, is that Russia now has atomic bombs, has set off a hydrogen bomb, and could put in the air plenty of B29 type bombers (estimates of the number run as high as 2000) to deliver them.
What has been done to minimize a blow?
First, you've got to know the blow is coming. That is an Air Force job. Working with Canada, it has ringed the continent with radar warning stations. Unfortunately, radar has a range of only 150 miles.
The Air Force says: 15 minutes' notice is the most we can hope for now, at least in coastal cities.

Workers Recruited
So far, 4,272,000 workers have been recruited of an estimated five to seven million needed as the "hard core" of civil defense. They are being organized around "professionals" like firemen, police, utility workers, physicians, Sirens have been installed to give you whatever warning there is. The broadcasting industry is ready to silence its FM and TV broadcasts and will switch its AM stations to a special emergency system called "Conelrad," which can stay on the air without giving enemy bombers a directional beam to ride.

BIJOU (UP)—County supervisors of California considered today a suggestion by a League of California Cities spokesman that the present formula for spending state money on highways should be scrapped.
Richard Graves, general maagher of the league, told the annual convention of the County Supervisors Association late yesterday that "is not enough money in the whole world to build all the freeways to move all the people and goods where they want to go."
Graves said deficiencies on Cal.ifornia's highways could never be cleared up, "but we should spend what money we have in the right places."
Graves said the problem of moving people and goods could be solved with highway transportation only in rural areas. He asserted urban areas must turn to mass transportation facilities.
Richard Zettle, executive secretary of a Senate Study Committee on Highways, said he didn't think anyone could have expected the state highway system to keep up with its growth. He said, rather, "it's remarkable the system even is still in existence."
Zettel, considered one of the leading authorities on highway financing, was pinch hitting for Sen. Randolph Collier (R-Yreka) who was unable to attend.
